I am directed by the Secretary of State for India

in Council to forward a copy of a telegram from the Government

of India regarding a proposal made by the Governor of Hong

Kong that the export of rice from Rangoon to Canton should be

prohibited, and to request that he may be favoured with the

observations of the Secretary of State for the Colonies on the

question raised.

The Earl of Birkenhead agrees with the Government of

India that it is undesirable to interfere with the trade unless

very strong reasons of Imperial Policy can be urged for doing
